Also on 10 October, Mountbatten, in an interview with Mahajan, the designated man from Dewan Kashmir, insisted that there be a referendum, referendum or elections to decide on membership in Pakistan or India (R/3/1/140). But at that time, he was a constitutional governor general and less able to impose his will than in June and July. 10. After months of hard work by the firm`s mission, there was broad consensus on how the Constitution was drafted. This was embodied in his statements last May. Her Majesty`s Government has agreed to recommend to Parliament a Constitution drawn up by a fully representative Constituent Assembly, in accordance with the proposals made there. However, while it would appear that such a Constitution was not drafted before the date mentioned in paragraph 7 by a fully representative assembly, Her Majesty`s Government will have to consider to whom the powers of the central government of British India should be transferred on the due date, whether it is a whole form of central government for British India or, in some areas, to existing provincial governments, or in some other way of thinking the most reasonable and best in the interests of the Indian people. 35 The purpose of the London document was to “transfer power to more than one authority” and was initially presented to the Committee of India on 4 March in the form of an emergency plan. The Delhi document, entitled “A method of transfer of power to the successive authorities in India, which would lead to a transition constitution similar to that of a Dominion”, was launched by Menon, but dealt with by Christie and made available to the Committee on 10 May (L/PO/428 and L-P/J/10/79). As a pragmatist, Jinnah – who suffers from tuberculosis and lung cancer indefinitely – accepted the cabinet`s mission proposal, as did the leaders of the Congress Party. The beginning of the summer of 1946 thus saw the beginning of hope for the prospects for India`s future, but this soon proved to be false when Nehru, at his first press conference as re-elected President of Congress, announced that no Constituent Assembly could be “linked” by a pre-established constitutional formula.
Jinnah read Nehru`s remarks as a “total rejection” of the plan, which had to be accepted in its entirety to work. Jinnah then convened the League`s working committee, which withdrew its prior agreement on the Federation`s programme and asked the “Muslim nation” to take “direct action” in mid-August 1946. Thus, the bloodiest year of India`s civil war began since the mutiny almost a century earlier. The Hindu Muslim riots and assassinations, which began in Calcutta, sent deadly sparks of anger, incendiration and fear into every corner of the subcontinent, as all civilized restraint seemed to disappear. Between October 1947 and March 1948, the leaders of several Muslim-majority states signed accession instruments to join Pakistan. Amb, Bahawalpur, Chitral, Toi, Kalat, Khairpur, Kharan, Las Béla, Makran and Swat.    Her Majesty`s government has always wanted to transfer power according to the wishes of the Indian people themselves. This task would have been greatly facilitated if there had been an agreement between the Indian political parties. In the absence of such an agreement, the task of developing a method of identifying the wishes of the Indian people has been passed on to Her Majesty`s flesh .
